THE hype cycle for third-generation (3G) mobile phone services has been very long, even by the technology industry’s indulgent standards. It was being talked about in the early 1990s, even as the industry was stumbling through the introduction of its second-generation networks — the first mobile digital networks based on the GSM standard that still carries the vast bulk of the world’s mobile phone calls.
